Grand Kadi of Katsina State, Prof. Muhammad Kabir Abubakar, has appealed to the state government to increase the allowances for overseas seminars and training programmes for judicial officers and staff, citing inflation and current economic realities.
Abubakar made the appeal in a statement he issued in honour of the commencement of 2025/2026 (1446/1447) Sharia Legal Year.
According to him, the increment has become necessary to enable the judiciary continue to expose its officers to modern judicial practices and global best standards.
“We humbly request for an increase in allowances for overseas seminars and training programmes due to the inflationary and economic situation. As the Holy Qur’an reminds us: ‘If you are grateful, I will surely increase you in favour,’” he stated.
The Grand Kadi commended the staff and Kadis of the Sharia Court of Appeal for their dedication in the dispensation of justice, protection of human rights, and adherence to the rule of law in the state.
He revealed that the court recorded a significant rise in registered and disposed cases, as well as improved revenue generation during the 2024/2025 legal year.
To further ensure speedy justice delivery, Prof. Abubakar disclosed that the Sharia Court of Appeal Rules are being reviewed following recommendations from the Nigerian Bar Association (NBA), Funtua Branch.
He also noted that Practice Directions have been established to regulate Islamic wills, probate letters, and the certification and registration of Muslim marriages.
Highlighting welfare initiatives, the Grand Kadi said several junior staff were promoted, while senior staff were recommended for advancement through the Judicial Service Commission (JSC).
He added that some staff were sponsored to attend workshops and seminars organized by the National Judicial Institute and other relevant bodies.
In terms of infrastructure, Prof. Abubakar announced the completion of a new auditorium and chambers for Kadis, the Office of the Grand Kadi, and a conference hall.
The court premises have also been renovated, tiled, and beautified, while motorcycles were provided to some junior staff to facilitate official duties.
The Grand Kadi expressed appreciation to Governor Dikko Umaru Radda, for his consistent support to the judiciary, especially in ensuring timely release of funds despite financial constraints.
He noted that the governor’s commitment aligns with the constitutional requirement for judicial independence and autonomy under the 1999 Constitution of the Federal Republic of Nigeria (as amended).
Prof. Abubakar announced the revival and relocation of the Sharia Commission to the premises of the Sharia Court of Appeal, adding that new members have been appointed and will soon be inaugurated to resume duties, which include screening candidates for appointment as Sharia Court Alkalis, organizing seminars and workshops, and advising government on Sharia-related matters.
