The independent ministerial committee investigating the Niger Tragedy where recent deaths of 33 persons in the custody of the Nigerian Security and Civil Defence Corps (NSCDC) in Minna, Niger State, has accused personnel at the state command of cleaning, disinfecting and altering the detention area before independent forensic investigators arrived.

The committee said the actions affected aspects of the forensic assessment into the deaths of the detainees, raising concerns about the preservation of evidence at the facility.

Chairman of the panel, Jonathan Kure, disclosed this on Tuesday in Abuja while presenting the investigation report to the Minister of Interior, Olubunmi Tunji-Ojo.

According to the report, the detention area had been cleaned, disinfected and altered before independent investigators could examine the scene.

The committee also identified the absence of the detention register for September 16, 2026, as a major limitation to its investigation, abuse of authority, the command’s failure to respond to emergency alert and other factors as the main cause of the death

It said 30 of the 33 deceased persons had been buried before the arrival of the committee’s medical team, leaving only three bodies available for post-mortem examinations.

The panel nevertheless concluded that sufficient evidence had been obtained from survivors, officers, medical personnel, documentary records and other witnesses to establish the essential facts surrounding the tragedy.

It authenticated 33 deaths and identified 41 survivors, including nine minors among those interviewed. Fourteen of the deceased were also minors.

The committee found that the detainees had been held in severely overcrowded and poorly ventilated conditions, with approximately 50 male detainees confined in a cell measuring about 20 square metres.

It said repeated distress calls from detainees were not met with timely intervention, despite warnings about the deteriorating conditions inside the cell.

Medical and forensic evidence indicated that the fatalities resulted from acute respiratory failure consistent with environmental asphyxia, aggravated by extreme heat, dehydration and inadequate ventilation.

The panel also identified serious leadership and supervisory failures within the Niger State Command.

It recommended the dismissal of officers found principally responsible, prosecution for applicable criminal offences and investigations into allegations of extortion and exhibit mismanagement.

The committee further called for improved evidence preservation procedures, proper detention records, CCTV monitoring and independent inspections of custodial facilities.

It recommended a comprehensive restructuring of NSCDC leadership and stronger accountability mechanisms to ensure that future investigations into incidents involving detainees are not compromised by failures to preserve relevant evidence.

The panel said the tragedy demonstrated the need for urgent institutional reforms, accountability for those responsible and strict adherence to detention standards.
