ECOWAS Biometric Card To Transform Border Clearance, Strengthen Security

The Economic Community of West African States (ECOWAS) is rolling out a regional biometric identity card to speed up cross-border travel, strengthen identity checks and improve border security, with seven member states — Nigeria, Ghana, Benin, Senegal, Guinea-Bissau, The Gambia and Sierra Leone having deployed the ECOWAS National Biometric Identity Card (ENBIC).

The bloc says member states are working towards mutually accepting the card at air, land and sea borders by December, although implementation remains uneven across the region. The initiative is intended to replace the handwritten ECOWAS Travel Certificate and give immigration authorities a harmonised way to authenticate travellers as cross-border movement, trade and regional integration expand.

Speaking at the ENBIC Media Sensitisation Workshop in Lagos, Head of Border Management at the ECOWAS Commission, Obinna Ajugwo, said the biometric card was designed to address challenges associated with identity management and cross-border movement as mobility increases across West Africa.

He said the ENBIC would provide a reliable and harmonised identification system capable of facilitating free movement, strengthening border management, improving security cooperation and promoting economic and social integration.

“By providing a reliable and harmonised system of identification, the ENBIC will facilitate the exercise of the right to free movement, strengthen border management systems, enhance security cooperation amongst member states, and promote economic and social integration,” Ajugwo said.

The card contains a biometric chip carrying the holder’s identity information, enabling immigration officials to authenticate the document and verify the identity of travellers at border points. The system is also expected to improve the ability of immigration authorities across member states to share and verify information.

However, for Nigeria, the development places the Nigeria Immigration Service (NIS) at the centre of the delicate balance between facilitating legitimate regional movement and maintaining the integrity of the country’s borders.

Representing the Comptroller-General of Immigration, Kemi Nanna Nandap, Assistant Comptroller-General of Immigration in charge of Passports and Other Travel Documents, T.O. Olaiya, said the deployment of ENBIC represented a significant step in the implementation of the ECOWAS free-movement framework.

According to her, the biometric card is much more than a travel document as it is intended to facilitate legitimate and seamless movement of citizens across West Africa while enabling the NIS to maintain effective border security.

She stressed that the project could not succeed without adequate public understanding, warning that misinformation about the card and its requirements could create difficulties for travellers at points of entry.

The NIS began Nigeria’s official rollout of ENBIC in November 2025. Applicants can commence the process online, followed by verification, biometric enrolment, validation, production and issuance. The NIS portal also allows applicants to book appointments, track applications and access other application-related services.

However, the introduction of ENBIC does not mean that immigration checks will be eliminated. Border officials are still required to establish the authenticity of the card, confirm that the person presenting it is the legitimate holder and determine the traveller’s admissibility.

The security architecture of the card is based partly on its biometric chip and digital authentication features. Information stored on the chip carries a digital signature from the issuing authority, allowing alterations to the data to be detected during authentication.

The Head of the International Organisation for Migration (IOM) Sub-Office in Lagos, Ali Ali Ibrahim, said the initiative was aligned with efforts to make migration safer, more orderly and predictable, while strengthening identity management and border governance.

He said the success of ENBIC should not be measured only by the number of cards issued, but by whether it improves the experience of people whose livelihoods depend on cross-border movement, including traders, young people and border communities.

“By enhancing identity assurance and facilitating the movement of legitimate migrants, ENBIC contributes to a more efficient, secure and integrated mobility framework,” Ibrahim said.

The IOM official said the organisation would continue to support ECOWAS and member states through technical assistance, capacity development, operational guidance, knowledge sharing and implementation support.

Meanwhile, the ECOWAS free-movement framework allows citizens of member states to enter another member country without a visa and stay for up to 90 days, subject to the conditions of the protocol. Those seeking to remain beyond the permitted period are required to comply with the residence requirements of the host country.

ECOWAS has described ENBIC as a machine-readable travel document intended to replace the handwritten ECOWAS Travel Certificate. However, given that member states are at different stages of implementation, travellers have been advised to confirm the documents currently accepted for their specific journeys.

The regional bloc has also been using the card to support mobility among border communities. In March 2026, ECOWAS reported issuing biometric cards to more than 260 women in border communities in Senegal and Guinea-Bissau as part of efforts to improve mobility and reduce challenges faced by vulnerable travellers.

The implementation of ENBIC therefore represents a broader shift towards digital identity verification in West African border management, with its effectiveness dependent on interoperability among member states, reliable identity systems, trained border personnel, data protection and public awareness.

Meanwhile, the NIS and ECOWAS affirm that the immediate challenge is to ensure that the technology delivers faster clearance without weakening immigration controls, while giving travellers clear information on eligibility, application procedures and the continuing requirements for lawful movement across the region.
