Kaduna State House of Assembly has passed a bill to establish the College of Post-Basic Nursing Sciences in Rigasa to expand access to advanced nursing education and address the shortage of nurses and midwives.
Titled “A Bill for a Law to Establish the College of Post-Basic Nursing Sciences Rigasa and for Matters Connected Therewith, 2026”, the proposed legislature was passed during plenary presided over by the deputy speaker, Hon. Henry Magaji Danjuma.
After the plenary yesterday, the deputy chairman of the House Committee on Education and member representing Zaria City constituency, Hon. Mahmud Lawal Ismail, said the proposed institution would enable graduates of nursing and other relevant health-related programmes to pursue further studies in Kaduna State, reduce the need to travel to Kano and other states for advanced training.
Ismail explained that Rigasa was chosen as the location because of its large population.
He added that qualified indigenes of Kaduna State would be prioritised for admission, while eligible applicants from other States would also be considered.
He expressed optimism that the college would help address the shortage of nurses and midwives in the state while providing opportunities for students from other parts of the country to pursue further studies in nursing.
The lawmaker urged parents to encourage their children to pursue careers in healthcare and advised graduates of nursing and other relevant health-related programmes to take advantage of the opportunities the institution would offer when it becomes operational.
He also said the Assembly would exercise its oversight responsibilities to ensure that the college operates in accordance with its enabling law and has adequate facilities and qualified personnel.
Ismail commended the State government for its investment in healthcare, citing the renovation and upgrading of healthcare facilities, the procurement of ambulances, and the recruitment of more than 1,800 health workers through the Kaduna State Primary Healthcare Board.
Meanwhile, the House referred a bill seeking to repeal the Kaduna Investment Promotion Agency Law No. 9 of 2023 and enact the Kaduna Investment and Export Promotion Agency Law, 2026, to the relevant joint committees for further scrutiny.
The House also adopted the report of the Joint Committee on Health and Judiciary on a bill to establish the Federal Society of Nigeria, 2026
