US Proposes Easing Methane Rules, Projects $45bn Savings For Oil, Gas Producers

The United States has proposed easing federal methane emission requirements for oil and natural gas producers, with the Environmental Protection Agency (EPA) projecting that the changes could generate $45 billion in cumulative savings and support additional production between 2027 and 2050.

The proposal would revise portions of methane regulations adopted under former President Joe Biden’s administration in 2024, potentially reducing compliance costs and extending the operating life of marginal oil and gas wells.

According to Bloomberg, President Donald Trump was expected to announce the proposal on Tuesday, October 27, during a campaign event in Lubbock, Texas.

The EPA estimates that the proposed changes could support an additional 210 million barrels of oil and 1.41 trillion cubic feet of natural gas production between 2027 and 2050.

However, the rule has yet to be finalised, meaning the projected savings and additional production remain estimates rather than realised benefits.

A key provision would establish different regulatory requirements for marginal wells producing no more than 15 barrels of oil equivalent per day.

These low-producing wells account for approximately 79 per cent of US oil and natural gas wells, although their combined contribution to national production is considerably smaller.

Independent operators have argued that methane monitoring, equipment replacement and emissions-control requirements impose disproportionate costs on mature wells with limited remaining production.

The proposed changes would also eliminate the Methane Super Emitter Program, which was designed to identify significant methane releases using information collected by approved third parties.

Other provisions would provide greater flexibility in managing associated natural gas, including changes to requirements governing flaring and emissions-control equipment.

The EPA is also considering recognising flaring systems operating at 95 per cent efficiency as an acceptable emissions-control approach under specified circumstances.

Industry representatives have generally supported greater regulatory flexibility, particularly for smaller producers and operators managing ageing assets.

However, environmental organisations and former regulators have raised concerns that reducing monitoring and emissions-control requirements could increase methane releases.

Methane, the primary component of natural gas, is a potent greenhouse gas, making its management important for environmental protection and the conservation of marketable energy.

For energy investors, the proposed changes could improve operating economics for companies with substantial portfolios of marginal wells by reducing compliance expenditures and extending production from existing assets.

However, the financial impact will depend on the final regulatory requirements, individual well economics and the extent to which operators have already invested in emissions-control equipment.

Larger producers may continue methane reduction programmes to meet corporate targets, customer requirements and international market expectations.

Oilfield service companies specialising in emissions detection and monitoring could also experience changes in demand, although voluntary programmes and state regulations may continue to support investment in those technologies.

The proposal could introduce further uncertainty into capital planning because federal requirements may face legal challenges or future policy revisions.

Investors will be monitoring the publication of the proposed rule, its supporting economic analysis, public comments and the final compliance requirements.

The proposal highlights the competing financial and environmental considerations facing US producers as policymakers seek to reduce operating costs while determining how methane emissions should be monitored and controlled.
