NCC Proposes Free Access to Learning Platforms to Cut Education Costs

The Nigerian Communications Commission (NCC) has opened consultations on a new framework that could allow millions of students across the country to access selected educational platforms, including Google Classroom and Coursera, without incurring data charges.

The initiative known as the Zero-Rated Data Access Project tackles rising internet expenses by making online learning more affordable and expanding access to essential digital educational tools for students.

The proposed framework which is currently under public consultation, is being developed by a Joint NCC-Industry Committee and forms part of wider efforts to improve digital inclusion in the education sector.

According to the Commission, the plan seeks to remove affordability barriers that have limited access to online learning materials, especially among students in underserved communities.

“The Joint Committee believes that national economic growth and competitiveness will be enhanced by ensuring that Nigerian students can easily access the most current digital education platforms being utilised by their peers globally,” the consultation paper stated. 

Under the proposal, beneficiaries would be able to access approved educational content without consuming their mobile data, a move the NCC said could improve learning outcomes and digital literacy.

The Commission is considering two implementation models. The first would involve the creation of a central mobile-friendly portal through which students can access approved resources for free, while the second would require telecom operators to whitelist educational websites for zero-rated access. 

Platforms being considered under the framework include curriculum-based resources, examination platforms, teacher development portals, digital libraries and globally recognised e-learning sites.

However, the NCC said social media platforms, entertainment websites and general internet browsing would be excluded from the scheme to maintain its educational focus. 

The Commission is also seeking input on who should qualify for the programme, with options ranging from public secondary and tertiary institution students to a broader category that could include private school learners and teachers.

Funding models under consideration include support from the Universal Service Provision Fund (USPF), government interventions, development partners and public-private partnerships.

Meanwhile, the consultation, which opened on June 19, will run until July 9, after which the Commission is expected to review submissions and determine the final framework. 

Consequently, if approved, the initiative could mark a significant shift in Nigeria’s digital education policy, particularly as the country continues to grapple with high data costs and uneven internet access among students.
