Digitization As Hallmark Of NASENI, CCB Capacity Building Cooperation

The National Agency for Science and Engineering Infrastructure (NASENI) and the Code of Conduct Bureau (CCB) signed a Memorandum of Understanding (MoU) to deepen cooperation in institutional digital systems, capacity building and technical advisory. It is part of the growing effort by the Nigerian government to digitize services for effective administration as public institutions move to harness innovation, digital skills, and emerging technologies to accelerate Nigeria’s transition into a globally competitive digital economy.

The agreement which was signed at NASENI headquarters, Idu, Abuja on Wednesday, June 24, 2026, would see both agencies work together more closely, strengthen their operation and improve service delivery in line with their respective mandates.

Digitization is rapidly transforming industries across the world and NASENI has been driving the process for stakeholders to embrace this innovation as a catalyst for economic diversification and sustainable development.

NASENI is leading Nigeria’s digital transformation and has modernized its own internal operations and is extending technical support to other federal institutions to boost digital economy footprints and improve service delivery across the country.

Welcoming the delegation, the Executive Vice Chairman/Chief Executive Officer of NASENI, Khalil Suleiman Halilu, noted that discussions between both institutions had crystallized into the MoU agreement and emphasized the importance of ensuring a sustainable framework for collaboration.

In his response, the Chairman, Code of Conduct Bureau, Dr. Abdullahi Usman Bello, expressed appreciation to NASENI for embracing the partnership, noting that it would significantly support the Bureau’s modernization efforts, particularly in the digitization of asset declaration processes and deployment.

Dr. Bello mentioned that the Bureau faces significant challenges in administering asset declaration forms to more than five million public servants across the country, noting that digitizing the processes would improve accessibility and efficiency. He described the MoU implementation as a potential game changer for the Bureau.

Also speaking at the event, the Director-General, Budget Office of the Federation, Mr. Tanimu Yakubu, commended both institutions for pursuing a partnership that would strengthen transparency, accountability, and effective governance. He observed that the Code of Conduct Bureau’s mandate requires modern reliable technological systems capable of managing large volumes of information and expressed confidence that NASENI’s expertise would provide valuable support in this regard.

The high point of the ceremony was the formal signing of the Memorandum of Understanding by the Executive Vice Chairman/CEO of NASENI, Khalil Suleiman Halilu, and the Chairman of the Code of Conduct Bureau, Dr. Abdullahi Usman Bello.

The agency under its tireless Executive Vice Chairman /CEO Khalil Suleiman Halilu has demonstrated its capacity to assist technology leaders, startup founders, investors, academics, development partners, and young innovators, to modernize their digital systems. This is because NASENI has always emphasized that the future of Nigeria’s prosperity would increasingly be determined by its ability to harness technology, innovation, and human capital rather than reliance on natural resources.

NASENI is intensifying efforts to exploit its digital potential  as the global digital economy presents unprecedented opportunities for Africa and Nigeria to create jobs, attract investments, and improve productivity through emerging technologies such as Artificial Intelligence (AI), data analytics, cloud computing, cybersecurity, and digital platforms.

NASENI’s internal digital transformation process started with the paperless operations, which moved the Agency from manual processes to a predominantly paperless environment by deploying an Enterprise Resource Planning (ERP) system, which has greatly improved operational efficiency, transparency, and accountability within the Agency.

In a similar development, NASENI has deployed its digital platforms to scale communication on Nigeria’s industrialization drive and promote the Renewed Hope Agenda of the President Bola Tinubu’s administration. Within the framework of the Strategic Partnership with CCB to digitize asset declaration operations and institutional digital systems, NASENI will ramp up the number of public servants to benefit from this scheme to over 5 million public servants.

NASENI is also showing the way in ICT sector with upgrade of this important infrastructure by digitizing examination processes for the National Business and Technical Examinations Board (NABTEB) in much the same way it partnered with the Office of the Secretary to the Government of the Federation (OSGF) to transition Cabinet Affairs Office processes to a fully paperless, digitized archival system.

Prior to this, NASENI has made massive investments in innovation & start-up ecosystem with its productive Innovation Hub. The Agency has established, in collaboration with AfriLabs, a hub that serves as a physical and virtual ecosystem providing critical infrastructure, capacity building, and mentorship for Nigerian startups and entrepreneurs.

Recently NASENI launched a digital innovation challenge that promotes collaboration and harnesses local tech solutions across various Ministries, Departments, and Agencies (MDAs) to increase their productivity across overlapping sectors.

It is also apt that the collaboration with the CCB is coming at a time the anti-graft agency is pushing for Online Assets Declaration System (OADS). This digital initiative replaces a cumbersome paper-based process, enabling public officers to declare assets electronically from any location to enhance transparency, minimize bureaucratic delays, and facilitate real-time verification.

NASENI is helping to drive one of the most outstanding digitization initiatives of the CCB- the Automated Data Integration, which is a digital platform that links multiple national databases such as the Corporate Affairs Commission (CAC), land registries, and financial institutions to automatically cross-reference submissions, identify undeclared properties, and spot illicit enrichment in real-time.

The collaboration with NASENI will support the Bureau’s Financial Investigation and Fraud Analysis Unit (FIFAU) to scrutinize submissions and cross-check records. The Bureau is also exploring the use of Artificial Intelligence and advanced data-sharing frameworks to track wealth and evaluate public officials’ compliance.

Therefore, NASENI has offered seamless assistance to the CCB to enhance its public-facing compliance rating platform for government institutions, which is a secure digital portal that enables citizens and civil society to report suspicious wealth or discrepancies in officials’ declarations.

NASENI is at the forefront in the massive reforms taking place at federal agencies. Apart from the CCB, NASENI has strategic data-sharing partnerships with agencies like the Economic and Financial Crimes Commission (EFCC) and the Bureau of Public Service Reforms (BPSR), bringing a whole new dimension to the digital ecosystem of Nigeria.
